This paPer deals, from the perspectives of Marxist dialectical materlism, DengXiaoping Theory management science and economics, with the trdrisformation ofChinese goverment's function with the entry of China into WTO, aiming to settlesome relevant issues to follow intemational practices during China's integration intothe world economy.This paper faIls into three main parts as foIlows.The flrst part penetrates from the POint of view of Marxism into the theory of thetransformation of govenunent's function, including: the identification and definitionof "govenUnent", and of 'transformation of govemefit's function"; therelationship betWeen govenunent's function and nation's driction; the prospect andtendency of the transformation of govenunent's function wth the development ofeconomy. lt points out the three characteristics of the transforomation, .ilch is,namely systematic hierarchical and dynamic. It aiso conunents on Ke>..esianismwith resprct to govemental fiJnction transformation.The second part deals with the problems incurred during the transformation ofChinese government's fUnction with the entry of China into WTO. Since WTOstipulations are mainly about the guidance of enterprises from the aspect of thegoveriunents, the entry of China into WTO first means the entry of Chinesegovemments into WTO, i.e. its adaptation to the WTO circumstances in everyaspect including social system, law system and govemmental guidance andsupervising system.In the final but not the least pat, the author suggests some possible ways toachieve the transformation of Chinese govenunent's function in such aspects aseconomic development strategies, industry policy gUidance, macro-economicguidance, supervision and management, market rules and circumstances. It alsopoints out "five transfOrmations", that is, the govemment should trallsform itSelffrom the main body of market comPetition into of market supervising, fromadministration illto publip services, from direct intervefition into indirect guidance,etc.
