Strategic Research On Civilian Enterprise's Everlasting Development

Civilian Enterprise, a term used in comparison with the state-owned enterprise and the state-holding enterprise, can either be owned by the state or some laborers. In broad sense, Civilian Enterprise includes individual merchant, private enterprise, collectivity enterprise and foreign investment enterprises. In narrow sense, Civilian Enterprise, the foreign investment enterprise is not included. In this thesis, Civilian Enterprise only includes individual merchant, private enterprise, and collectivity enterprise. After 25 years development since the opening up, its role in the social life has changed greatly. From the perspective of the communist party's policy, it has gone through the following stages: from nonrecognition to acceptance, from limited development to encouraged development. It benefits the employment problem, fiscal revenue, and the economic development greatly during its developing process.Looking from Civilian Enterprise's developing period, Civilian Enterprise is changing from baby period to mature period, looking from Civilian Enterprise's extending, Civilian Enterprise is changing from centralizing to portfolios, looking from Civilian Enterprise's development scale & market expanding, Civilian Enterprise is changing from small to large, from one-land market to multi-land market, looking from Civilian Enterprise's industry upgrading, Civilian Enterprise is changing from labor-intensive to capital-intensive & technology-intensive. In this changing process, there still exist some factors that hinder its everlasting development, these factors are classified into internal factors from the enterprise, and external factors from the government and the market.According to the connotation of the everlasting development strategy, the minus factors, analyzing the case of the New Hope Group, and borrowing ideas from the middle small enterprises of Taiwan, America and Japan and their government supporting policies, this paper summing-ups civilian enterprise's everlasting strategyframe: circling main business, extending main business and kernel business; meanwhile our government should improve the external environment to encourage civilian enterprise's development. The everlasting strategy frame that summing-ups, it will help the civilian enterprise to solve the problem of its everlasting development, and it also uses for reference to the scholars who attending to the civilian enterprise's everlasting development researching.This thesis is consist of four section. The first section expounds the civilian enterprise' birth and development. The second section expounds the main problem of the civilian enterprise's everlasting development. The third section borrows ideas from the middle small enterprises of Taiwan, America and Japan and their government supporting policies. The forth section expounds the civilian enterprise's everlasting development, i.e. taking the trilogy, meanwhile, government should improve the external environment to encourage civilian enterprise's development.
