A Study of Confucianism and HRM in Government DepartmentsConfucianism has been dominating in the field of thinking and culture in China for more than 2000 years. And Confucianism is the knowledge about human. Both from the point of view of the Chinese traditional culture and the content of Confucianism, it is practically meaningful to discuss the effect of Confucianism on HRM (reform of personnel system) in government departments.By using mainly the methods of theory analysis along with case analysis, the author studies the effect of Confucianism on HRM in government departments, and discuses the civil servant system with Chinese characteristics. In Chapter I, the author tries to explore the development of Confucianism, management theory in Confucianism, HRM, HRM in public departments and HRM in government departments.Chapter II concentrates on discussing the effect of Confucianism on HRM in government departments from the point of view of how to be a person, how to know a person, how to use a person and how to cultivate a person.In Chapter III, the author narrows the study aspect on the civil servant system from HRM in government departments, and discusses the relationship between Confucianism and civil servant system with Chinese characteristics from the point of view of culture. Finally, a case about HRM in government departments is analyzed. It is advisable to learn experience from western countries in HRM in government departments, especially in making rules and improving management. But facing the employees with strong and long influence of the Chinese traditional culture, it should be and can be useful to absorb something valuable from Confucianism in HRM in government departments.
