The practice of bribery at the election of villagers' committee has become a hot problem in the field of village self-Governance. This not only damages farmers' basic democratic rights, but also affects the steadiness and development of the rural society, even of the whole society Bribery at an election is a problem demanding prompt solution.This article firstly inspect the historical background of this phenomena from the development process of village self-Governance. In compliance with the three phases i.e. "Non-Sufficient Self-Governance" "para-sufficient self-Governance" and "sufficient self-Governance" experienced by the development of village self-Governance, the election-of villagers' Committee correspondingly experienced three phases: "spontaneous Election" "Government-led election" and "villagers' free election". At present, the election of villagers' Committee is at a transition period from "government-led election" to "villagers' free election". During this period, when local government's leading power to the election of villagers' Committee is getting weaker, and the system of election is imperfect, to commit illegality is unavoidable.After an overview of the present situation, features and harm of bribery at an election, this article emphasizes on analysizing causes of this phenomena and pursuing ways to overcome it. By means of "system-action" analysis model theory, this paper profoundly analysizes the causes of such phenomena and concludes that the action of bribery at an election is the result of interaction between systemic factors and individuals^ psychologic factors. The systemic factors has involved in the democratic level, the superlision of the power of the cadre of villagers' committee, the reality of openness of village maters and punishment of bribery at an election ect. While individual factors includes the election motivation of the briber, the bribee's democratic consciousness, concept of legal system, and villagers' socialist responsibility ect. Through the analysis of causes, finally, this articleproposed thinking of prevention. Corresponding measures should be taken in non-systemic construction, but what counts is systemic construction. Only with both hard and soft tactics, can we treat this phenomena by looking into both its root cause and symptoms.
