The Research Of The Practice Of Bribery At The Election Of Current Villagers' Committee In China

Direct election of village committees in China is an important part of villager self-governing of improving democratic elections, and promoting , since 1988 the implementation of the "Organic Law of Villagers Committee (ForTrial Implementation)" has been active, throughout the village committee has been exploring and improving the system of direct elections, fully aroused the majority of farmers political enthusiasm, and promote the rural political civilization and spiritual civilization's overall development. However, bribery has emerged in the village committee election in some places, and with a potential of spread .This not only damages farmers'basic democratic rights,but also affects the steadiness and development of the rural society.Bribery at an election is the result of interaction between political factor, economic factor, social factor and institutional factor. How to prevent bribery at an election of village committee elections, in order to ensure the smooth progress of the village committee elections, is our primary democracy need to be seriously explored and resolved. This article attempts to analysis this phenomenon from the actual situation of China's ,by means of"system-action"analysis model theory, this paper profoundly analysizes the causes of such phenomena and concludes that the action of bribery at an election is the result of interaction between systemic factors and individuals's psychologic factors.Through the analysis of causes ,finally,this acticle proposed thinking of prevention. Corresponding measures should be taken in legal regulation, but what counts is social governance. Only with both hard and soft tacits,can we treat this phenomena by looking into both its root cause and symptoms.
