Recently, the talents in our country flows quite frequently, especially the human resource in high-tech fields. The turnover of the human resource in high-tech enterprises, on the one hand, has promoted the rational allocation of human resource to a great extent, and push the high-tech enterprise forward. But objectively, this kind of frequent turnover has brought some problems, for example, the effectiveness, and the fairness during flow course.This paper makes a empirical research on the effectiveness and the fairness during flow course on the basis of theoretic analysis. I hope this paper will impel the talents in high-tech enterprises to turnover rationally, and be helpful to the employer and employee of high-tech enterprises.
