Human capital and human resource management are playing an increasingly important role in modern economic development, which makes them more and more crucial for the existence and growth of modern enterprises . However, the human resource management of civil enterprises in China remains at a low level, resulting from many economic characteristics in the transition period. The most effective way to achieve the great strategic goal, i.e. a "Xiao Kang " (comparatively well-off) society, proposed in the 16th National congress of the CPC, is to develop diverse economic forms of non-public ownership and promote the rapid growth of civil enterprises. Therefore, it is a subject of both theoretical significance and practical instruction to study thoroughly and deeply the human resource management of civil enterprises in the transition period and establish the policy system and the new-type mechanism. Based on such subjects in Modern Economies and Management as the human capital theory, the human resource management theory and the enterprise management theory, this essay deeply examines the situation of the human resource management of civil enterprises in China in the transition period, and holds that its most serious problems are for lack of human-oriented management concepts, strict management standards, highly effective management systems, scientifically reasonable management policies and healthy humane environment. These problems are brought about, in a way, by the economic characteristics during the transition period, but meanwhile, the quality of the civil entrepreneurs and the stage features in the development of civil enterprises also contribute to them. In this essay,the author, armed with enterprises management and human resource management theories, makes a series of such policy suggestions as to establish human-oriented management concepts, effective encouragement systems, and enterprise culture and assessment systems to adjust effectively the human resource of civil enterprises, optimize the environment of human resource management, and thus promote the healthy development of civil enterprises in China.
