The human resource has became the most infrequent during the development of the new economy. In the new economy, the competition of the human resource becomes intense day after day, it becomes more and more strict with the nature of the human resource.The core of human resource management is the valuable management. Many scholars have done lots of reseach concerning about the problem is that how to calculate the quantity of the human resource, the models of the quantity exists many problems, the reason why it is deficienty, became of its calculated quantity base and compliment.
