"Reconverting Cultivated Land into Forest and Grassland" is a significant strategic decision that was made by the government of China in the turn of the centuries. The aim of the project is to improve the vile ecological environment so as to improve harmonious development of regional economy and sustainable development of national economy. The project is mostly implemented in the poor areas of Western China in that poverty and environment degradation are interrelated closely. So the project is faced with the problem of developing economy and alleviating poverty as well as reconstructing ecological environment. How to utilize the chance of "Reconverting Cultivated Land into Forest and Grassland" to promote poverty alleviated is the subject of this paper. The author analyzes deeply the advantages and disadvantages brought to economic development in the cultivated areas and the suggestions how to alleviate poverty in the western areas of China are put forward.The paper includes four parts. Firstly, it introduces the background of the project, the characters of the former two actions in China, the conditions in other countries, and the theories of this paper. In the second part, the paper describes the status quo of the poverty in the western areas. In the basis of it, the relationship of poverty and environment is analyzed in detail and the subject of alleviating poverty is put forward. In the third part, the paper discusses the opportunities and challenges brought by the project to the economic development in the poor areas. Finally, the countermeasures how to alleviate poverty in the cultivated areas of Western China are proposed.
