| In pace with the uninterrupted growth of population and the advance of industrialization and urbanization, the contradictions between population and land become more acute increasingly in China. Thereby, urban construction using lands are shorter in supply. It is imperative under the circumstances that people readjust the extensively and inefficiently used land in urban construction to promote urban land use efficiency.The urban construction using lands readjustment is a complicated systematical engineering. It is also one of the core tasks of urban land administration. At present, the research on it is still in a preliminary stage in China, and very lack not only theoretically but also practically. Compared to the developed western countries such as German, Holland and Russia, there is a quite wide gap in this field. Therefore, there is of momentous current significance in exploring and researching the theories, methods, technologies and practical models about the urban construction using land readjustment fitting with the situation of China, which will be used to guide and standardize the practice of the readjustment in urban construction using land.Based on analyzing and researching on the situation of the urban construction land use and the practice of land readjustment going on universally in China, and using the literature and data that referred in and drawn on the experiences of the correlative urban plans and land readjustments home and abroad, first, this thesis expounded the basic theories and the correlative conceptions about the readjustment of urban construction using land in China. Secondly, it tried to research deeply the appraisal methods of its potentiality and benefit. Thirdly, made a thorough inquiry about its administration procedures, the policy decision methods of its selecting zone, the operation procedures of its plan scheme, its operation modes and market operation mechanism.
