As the quickening of the market-oriented process and the constantly penetrating of SOE (state-owned enterprise) reform occur, the inside and outside environment of the industrial enterprise of engineering in our country, especially state-run key engineering enterprise is taking place greatly and deeply to the change. How to meet the change? We can give full play to enterprise' advantage, coordinate and organize better resources of enterprise with the changed environment, thus make a scrupulous thought to the long-term development and competition of the enterprise and then draw a thorough conclusion. This becomes urgent and realistic choice of numerous large-scale engineering enterprises.With personal accumulated practice and working experiences of several years in engineering corporation, the author fully emphasis the importance and necessity on project-management, responding to the new national and international situations. The author has also described the problems being in the industry, and wants to discover what really cause it.In doing so, the author gives some innovative advices on how to improve the enterprises' project-management, including solving the issues of the corporation's ownership and something on how to share its profits, the payment policy and its motivational effects to the members, the change between the old managing style and a new organizational culture to form, the theory of fair payment and consideration of humane share, and so on. Under the new management circumstances, the author has conceived of the competitiveness in the enterprise's inner market, based on the Game Theory. Moreover, he also wants to present something on how to prevent the shrinkage of enterprise's assets, as well theoccurrence of bribe. The author thinks high of the knowledge value, considering it as a key element, which should be equally paid with the tangible assets, for example, materials or money, and the intangible things, such as field and labor.Of course, the author has not forgot to provide some routine methods on project-management, which focus on the usage and can be adopted in the work.
