Enterprise management underwent three steps: experience management,scientific management and culture management. Since eighties of last century, corporate culture management has become a hot spot all over the world. Corporate culture has played a un-replaceable role in operation,production and management of enterprises as a core value viewpoint. Corporate culture stimulates a great creativity of employees,makes benefit for enterprises and brings value to society.Corporate culture management and corporate culture innovation are the focus, on which economists and entrepreneurs pay a great attention. Using the theory of corporate culture management and innovation in system reform of electrical power industry is the research subject of this paper. The Electrical Power Industry in China is a particular trade. It has become a typical state monopoly group because of its lifeline role in national economy and its natural monopolizing characteristic. The goal of reform in the electrical power enterprises is to lead contest system and build electrical power market. The system reform surely impacts the traditional corporate culture and also causes conflict between old idea and new idea. The paper intends to illustrate and analyze the process of system reform ,some corporate culture related problems, which appear during the process of system reform and the effect of corporate culture innovation in pushing system reform and consolidating the result of system reform, and also to explain the increment of corporate culture innovation in the process of system reform with China Hua Dian Group as a concrete example. In order to demonstrate the subject, this paper tries to analyze the traditional corporate culture objectively by the means of choosing enterprise management as a inserting point and using investigation answer sheets of corporate culture. The paper also involves the design of corporate culture innovation ,the cost of corporate culture innovation and approach of continuity of corporate culture innovation.Although the times of system reform is turbulent,state market environment need to be improved,electric power market is being set up and there are many uncertain factors,corporateculture innovation will indeed play an important part in pushing system smooth reform and setting up modern enterprise management system.
