From Mar. 1992 to Aug 1996,much fail occurs in the development of important aerospace projects, it reflects that the management problems in the scientific research and manufacture is very outstanding. In 1997,facing the trouble ,the groups of leader of aerospace made the strategic decision of strengthen the management of scientific research and manufacture. This article analyses the status and situation of aerospace according to the frame of strategic management and introduces the base content and practicing procedure of strengthen the management of scientific research and manufacture, assesses the result and analyses the deficiency of some measure in the strengthen management of scientific research and manufacture and brings the basic countermeasures to solve the problems.The measure of SWOT is used to analyze the environments. The result of research about strength , weakness opportunity threaten deepens the understand of aerospace system and environments, it also disclose that strategy of strengthen the management of scientific research and manufacture holds the changes of environment and is inevitable. The content of strengthening the management of scientific research and manufacture including the reformation of scientific research management and its operating mechanism; technology policy; the prescribe of design produce flight task; phase management of developing of projects ; quality management and supervise ; team construction and rewards and punishment; providing of material. After practicing the strategic decision ,by Oct. 15th 2003,important flight tests succeed for 30 times. Shenzhou V realized Chinese first man-carrying flight. These show the fruits of strengthen the management of scientific research and manufacture and testify its right efficiency and holds and the essential of the problem.There are some deficiencies in measure of strengthen the management of scientific research and manufacture. The management of projects of two directing route makes the connection of general director and general designer clearly, but it cannot construct the structure of the organize and it is not beneficial to the management of projects. Now it is mature to practice item management of projects and the management form of matrix structure is very suitable.The target of raising overall is to exert technology in together, harmonizing , leader and realize the materialization of research institute and make technologymanagement and economy management together. But the normal model of raising overall is change the overall institute into overall department. It only pays attention to the form of raising .It contains inhere limitation and should be overcome through innovation in management.Demand of successive indexes over 70% in research of new projects and the five principal to technology change play important role in insuring the success of research and control the quality. But it is the keeping cure to control the quality and it will hinder the technology innovation. The control system should be adjusted to give up successive index control in the new type research, set up stage management measure to control technology state, set up people resource development system according to people oneself. It will unify and harmonize encouraging innovation and controlling risk.
