The international protection of human rights has become one of the greatest remarkable symbols for human civilization and progress since the 19th century. It was not a very long time ago that human rights were adopted by international law, but the significant development of the international protection of human rights has been achieved and the human rights status as a whole has improved. To respect and protect human rights has become the target of our society. The study of the international institutions for the protection of human rights and their mechanisms has become the hot topic in the field of human rights.At present, there are two administrative levels for international protection of human rights: global protection mechanism and regional protection mechanism. From the actual experience, the regional mechanism seems to be more effective. Therefore, with the purpose of providing suggestions for establishing regional human rights institutions in Asia the thesis focuses on the regional human rights institutions and mechanisms, especially the representative one: the European institutions and mechanisms. There are about 36,000 words in this thesis, and the thesis falls into three chapters excluding the preface and the conclusion.The first chapter mainly summarizes regional protection of human rights. Firstly, it gives a brief comment on the definition and characteristics of regional human rights institutions, and then outlines the history of regional human rights institutions. Secondly, it explores the relationship between the international human rights institutions and the regional human rights institutions. The last part of this chapter states the theoretic and practical significance of studying the regional human rights institutions and mechanisms. The second chapter is mainly focusing on the representative of regional human rights institutions and the mechanisms: European human rights institutions and mechanisms. There are two regional systems for the protection of human rights in Europe. One was established by the Council of Europe, which is also the first regional institution in the world, and the other was built up by the EU. Starting from the origin and development of the first institution, it makes further explanations upon the constitution and functions the two institutions, as well as their coordination with the treaty powers. This chapter ends up with the final comments, in which it analyzes its excellence while pointing out the factors that still need to be improved, it also makes affirmative observations on the importance that the European mechanism makes to develop and perfect international (regional) mechanisms. The last chapter of this thesis first analyzes the necessities and possibilities of building up regional human rights institutions in Asia. It indicates the probable practical difficulties of this action, followed by the corresponding resolving measures. Last but not the least, this chapter makes concrete suggestions on the mode of establishing regional human rights institutions in Asia, which is based upon the successful experience derived from the European human rights institutions, as well as infusing the Asian characteristics.The significance of this thesis lies in two aspects. It confirms the values of regional human rights institutions and their mechanisms in terms of protecting, improving and developing human rights. It also explores the active measures and approaches to further implement Asian human rights protection.
