Study On Sustainable Development Indicator System & Comprehensive Evaluation For Waterway Transportation

The evaluation for the state of sustainable development is quite important for fulfilling the sustainable development strategy. Therefore, establishing the indicators system on evaluating, describing and checking the state of sustainable develop becomes the essential contents, also the vital measures for advancing such a strategy. Oriented by system theory, further studies are carried out on waterway transportation sustainable development, based on the theories of sustainable development. Being a complicated scientific project, studies on setting up sustainable development indicator system and also comprehensivly evaluating for waterway transportation, combine many theories and approaches in different science fields. This paper makes great efforts in establishing indicator system, fixing indicator weights and comprehensive evaluation.The emphasis of the study is focused on the combining between those sustainable development theories and waterway transportation and how to progress waterway transportation under the sustainable development strategy. Fully understanding the basic meaning and contents of waterway transportation sustainable development, the factors which perhaps influence its sustainable development are discussed in this paper. Then the measures for reducing negative affect to progress the sustainable development for waterway transportation are analyzed. Further, this paper is attempted to construct evaluating indicator system for waterway transportation sustainable development and carries out the quantitative analyses on the waterway transportation sustainable development from 1985 to 2002.The main contents and results for this paper are as follows:(1) By review of the concept and also theory studies on sustainable development abroad and home, this paper comprehensively analyzes the systematic features of waterway transportation sustainable development and builds up the systematic structure models.(2) Based on the sustainable development theories, the definition on waterway transportation sustainable development is brought forward. Also the studies on its meaning are put up.(3) After analyzing the relative indicator systems abroad and home, this paper brings forward the common principles and special principles which should be obeyed in constructing sustainable development indicator system for waterway transportation, then this paper particularly designs that indicator system.(4) By selecting the quantitative evaluation method combining AHP and weighted average method, the comprehensive evaluation models are established for waterway transportation sustainable development indicator system. At the same time, this paper makes the quantitative evaluation and analyses to the status of waterway transportation sustainable development in China from 1985 to 2002.
