The paper aims at establishing the scientific reasonable evaluation index system of the regional scientific & technological progress under the background of the all-around construction of well-to-do society through in-depth research. It makes a demonstration research, taking the middle province Hunan province whose levels of well-to-do society and scientific & technological progress are middling in the whole country as an example, offers an application research example, also provides decision-making proofs for directing the work of scientific & technological progress and accelerating the process of the all-around construction of well-to-do society in Hunan province.After expounding the meaning of scientific & technological progress and all-around well-to-do society, explaining the latter' s criterion, the paper discusses their mutual relationship, and on the basis, presents a basic thinking way of the evaluation of regional scientific & technological progress under the background of the all-around construction of well-to-do society.Synthesizing the above research and the related research at home and abroad on the evaluation of regional scientific & technological progress, after in-depth exploration, it, for the first time, systemally puts forward the evaluation index system of regional scientific & technological progress under the background of the all-around construction of well-to-do society with four levels of integrative index, first-degree index, second-degree index and third-degree index and fifty three concrete indexes, and also epitomizes its characteristics.According to the evaluation index system, this paper selects Analytical Hierarchy Process to ascertain the weight of the indexes, establishes a comprehensive evaluation model by applying linear weight-adding function method, and makes acomprehensive evaluation on the scientific & technological progress development of the 14 cities in Hunan province in 2002. By the analysis of the integrative index, it divides the scientific & technological progress of Hunan province into 5 levels, i. e. very high, high, moderate, low and very low, draws a conclusion that the scientific & technological progress of Hunan province takes on a characteristic of a "primary stave" in distribution; by the analysis of the hierarchical indexes, it explores the coherence between them and the integrative index, finds out the existing problems and defects in the scientific & technological progress of the province and the cities; by the analysis of the scientific & technological progress in the regions divided, it analyses the unbalanced actuality of scientific & technological progress in regional distribution, comes up with that regional discrepancies of scientific & technological progress are one important reason leading to the regional discrepancies of the economic and ' social development all through the province.Combining with the above comprehensive evaluation results, the paper explores the countermeasures for exalting the level of regional scientific & technological progress of Hunan province under the background of all-around construction of well-to-do society from whole and regional aspects in order to accelerate the progress of all-around construction of well-to-do society in Hunan province, to provide reference for other similar areas. From the whole aspect, the paper puts forward six countermeasures for the regional scientific & technological progress;from the regional aspect, it divides the whole province into five science & technology districts of Chang-zhu-tan, Dongting Lake, Xiangzhong, Xiangnan, Xiangxi, and comes up with relevant countermeasures for the districts.
