| Security is one of the most important categories in international relations and also of the long---lasting destinations that any country pursues. After the cold war, peace and development have become the main melody of the world. Traditional security view which looked on military security as core is challenged .A new "comprehensive security" theory gradually comes into being. According to the changing of security circumstance in Southeast Asian after cold war, The Association south—east Asian Nations (ASEAN) has assimilated the excellent essence of "comprehensive security" theory, constructed ASEAN'S new security view and drawn up new security strategy. ASEAN pursues security actively, which not only protect ASEAN's security interests, but also influence the Asia---pacific area and all over the world . That we apprehend and study the change of ASEAN's security view and the effect that ASEAN tries it's best to protect regional security will help us to calculate the developing tendency of ASEAN and influence in Asia---Pacific region. The paper is divided into three sections. The first section analyses the setting and content of ASEAN's new security view after cold war. After the cold war, confrontation and contending in south-east Asia between America and Soviet Union was over with the Soviet Union having been disintegrated. The relation between ASEAN and indo—china bloc turned from confrontation to collaboration. Internal security circumstance of ASEAN CIUNTRIES has enormously ameliorated. Southeast Asia has got into the peace and development period. ASEAN rejected the old security view and has constructed new security view. ASEAN advocates it should get rid of the dependence from America, strengthen its own security protection and build Peace Freedom Neutral Zone and Nuclear---free Zone .The second section elaborates ASEAN's new strategy measures. Directed by new strategy view, ASEAN has established the conception of new security strategy, taken a series of security strategy measures. Firstly , in economic, ASEAN is reinforcing economic co-operation of inside and outside region and advancing the economic integration course including Freedom Trade Area ,"developing triangle plan", etc, in order to enhance ASEAN's economic force and cohesive force. Secondly in politics, regarding organization as means, ASEAN has carried out Great ASEAN strategy aiming at building up the ability of collective security. Another measure is the "balance grand duchy " policy which keeps balance and containment between grand duchy. But the relations of ASEAN with these grand duchies are not equal—distance. ASEAN makes use of the contractions and gains advantage from each side in order to keep multilateral association from power politics and work for its interest. Thirdly in military, ASEAN has adjusted its military strategy that changed strategy from passive resistance to active defence, strategy point from land to ocean. ASEAN reinforces bilateral and multilateral military cooperation. And in security regime, AESAN has established ASEAN Region forum (ARF) and constructed Asia—Pacific security regime in that ASEAN is the core. ASEAN has launched region security co—operation to dominate region security. The third section discusses the tendency and development of the new security strategy. ASEAN 's security strategy was influenced by some factors, such as financial crisis , contradiction and clash in ASEAN, limit topics of ARF ,interposition of region grand duchy .ASEAN should try to develop economic ,coordinate inner contradiction and object hegemonism. In the future, ASEAN will rely heavier on America and Japan, put great store on developing the co—operation of macro-economic and finance, grasp the dominant right of ARF actively, strength the co-operation with grand duchy on anti-terrorism. ASEAN 's security strategy advances to from Asia-Pacific security structure, promote its status in Asia-Pacific area and all over the world, protect the peace and steady of Asia-Pacific area.
