Security is one of the most important categories in internationa1re1at ions and a1 so of the 1ong--1ast ing dest inations that any countri espursuit. After the Co1d War, peace and deve1opment have become the mainme1ody of the wor1d. Tradi t iona1 security view which 1ooked on mi 1 itarysecurity as core is cha11enged. A New #comprehensive security# theorygradua11y comes into being. According to the changing of securitycircumstance in Southeast Asia after the Co1d War, The AssociationSouth--East Asian Nations (ASEAN) has assimi1ated the quitessence of#comprehensive security# theory, constructed ASEAN's new securityview and drawn up new security strategy. ASEAN pursuits securityactive1y, which not on1y protects ASEAN's security interest, but a1soinf1uences the Asia--Pacific area and a11 over the world. That weapprehend and study the change of ASEAN's security view and the effectthat ASEAN tries its best to protect regional security wi11 he1p usto ca1cu1ate the deve1oping tendency of ASEAN and the influence inAsia--Paci fic region.The paper is divided into three sections. The first sectionana1yses the setting and content of ASEAN's new security view afterCo1d War. After the Co1d War, confrontation and contending inSoutheast As ia between America and Soviet Uni on was over wi th Sovi et3Union having been disintegrated. The re1ation t)etween ASEAN andIndo--china bloc turned from confrontation to co11at'oration. Interna1security circumstance of ASEAN countries has enormous1y ame1 iorated.Southeast Asia has got into the peace and development period. ASEANrejected the o1d security view and has constructed new security view.ASEAN advocates it shou1d get rid of the dependence from America,strengthen its own security protection and bui1d Peace FreedomNeutral ized Zone and Nuc1ear--Free Zone. The second section e1aboratesASEAN's new security strategy measures. Directed by new security view,ASEAN has estab1ished the conception of new security strategy, takena series of security strategy measures. In po1itics, regardingorganization expansion as means, ASEAN has carried out Greater ASEANstrategy in order to enhance the abi1 ity of co11ective security. 1neconomic, ASEAN is reinforcing economic co--operation of inside andoutside region and advancing the economic integration courseinc1uding Freedom Trade Area in order to enhance ASEAN's economicforce and cohesive force. In mi litary, ASEAN has adjusted its mi1 itarystrategy that changed strategy from passive resistance to activedefence, strategy point from 1and to ocean. ASEAN reinforcesbi1ateral and multilatera1 mi1itary cooperation. In security regime,ASEAN has estab1ished ASEAN Region Forum (ARF) and constructedAsia--Pacific security regime in that ASEAN is the core. ASEAN has1aunched region security co--operation to dominate region security. -In dip1omacy, ASEAN carries out ba1ance grand duchy po1icy whichkeeps bF1 pnce and containment between grand duchy. ASEAN makes use4of the contradictions and gains advantage from each side in order tokeep mu1ti1atera1 association from power po1itics and work for itsinterest. The third section discusses ASEAN's security strategy.ASEAN's security strategy was influenced by some factors, such asfinancia1 crisis, contradiction and c1ash in ASEAN, 1 imited topic ofARF, interposition of region grand duchy. ASEAN shou1d try to deve1opeconomic, coordinate inner contradiction and object hegemonism. Inthe future, ASEAN wi11 re1y heavier on America and Japan, put greatstore on deve1oping the co--operation of macro--economic and finance,grasp the dominant right of ARF active1y. ASEAN's security strategyadvances to form As ia--Pacific security structure, promote its statusin Asia--Pacific area and a11 over the wor1d, protect the peace andsteady of Asia--Pacific area.
