In this paper how to development Tianjin University Science Park is systematically discussed in line with theories of making development strategies as well as quantitative measures. This paper consists of six sections. To begin with, the objective and significance of developing university science parks in China together with their unique characteristics are presented and the study clue, structure and methods of this paper are put forward. Besides, by referring to overseas science parks' experiences and Chinese specific situation this paper generalizes the tide of constructing university science parks in recent years. With an overall understanding of university science parks, this paper focuses on the development strategy of Tianjin University Science Park and makes a systematic analysis of its major external as well as internal factors, which are furthermore analyzed quantitatively according to Analytic Hierarchy Process (AHP), External Factor Evaluation (EFE) Matrix, and Internal Factor Evaluation (IFE) Matrix etc. techniques and measures. Finally, an alternative strategy is proposed according to SWOT (Strength, Weakness, Opportunity, Threat) Matrix, and subsequently evaluated according to Quantitative Strategic Planning Matrix (QSPM), hereafter a final development strategy of Tianjin University Science Park is made.On the basis of a systemic and profound study, this paper puts forward the strategic keystone of developing Tianjin University Science Park, that is, to learn from all aspects, to explore a development strategy in line with its specific characteristics, to integrate social resources including overseas force into the park construction and to activate technological talents to set hi-tech enterprises. Part of the strategy and measures in this paper will be put into practice step by step in the development of Tianjin University Science Park.
