Whether a performance management method can play role or not depends on two main points: one is that the design of method is rational, that is the method doesn't contradict itself according to theory. The other aspect is that the method must be suited to specific enterprise, that is the good quality information can help employees increase performance and then improve enterprise management. The former is the question of reliability of performance management, and the latter is the question of availability of performance management. So this thesis emphasis on the related factors which influence the reliability and availability of performance management in order to provide some help for the building and keeping performance management system.In order to making research more keeping to reality, this thesis uses standard analysis and example analysis two method to research factors on reliability and availability of performance management with limited reason hypothesis and difference character hypothesis.In the process of standard analysis, this thesis puts forward three aspects of possible factors, which influence r eliability: t he main b ody o f p erformance management, t he object of performance management and the design of performance management system. The availability of performance management is influenced by the object of performance management and the design of system and culture of organization and environment and so on. In the process of example analysis, this thesis collects data by questionnaires method. According to the initial analysis we found that enterprise didn't emphasize performance management, and the current performance management system didn't consistent with the aim of enterprise. In addition, all kinds of systems are lack of fairness and transparency. Through Factor analysis we found that performance managers' discernment and effect ability and the perception of employees on circumstance are two main factors, which effect reliability. The main factors, which effect availability, are the satisfaction to word, the fairness of regulations and the character of employees. In addition, the analysis of this thesis also displays that the comprehension of managers and employees on performance concept have no marked influence to the reliability and availability of performance management.
