Research On The Availability Of Urban Home Care Services

The rapid development of aging and the defects of the pension model in traditional families and institutions have made the community-based housing support for the aged the most popular and universal model of care.Great importance has been attached to the home-based care for the aged,which is deemed as the central part of the system of social services for the elderly,and to the fact that whether residents have gained a sense of achievements from reforms and policies.In this background,I propose the research of the availability of urban home care services based on the theory of availability,Amartya Sen's theory of viability,and the theory of the equal basic public services.After the literature review and expert consultation,the indicators for the availability of home care services were clarified,and questionnaires and interview outlines on the availability of home care services were designed.On this basis,twenty communities of five areas such as Bei Lin District of Xi ' an were selected as a pilot to test the availability of home care services in Xi'an.After obtaining the sample data,a combination of subjective and objective methods of factor analysis and analytic hierarchy process was used to construct the evaluation system of the availability of urban home care services and the calculation model of the available score.After the analysis of the availability of home care services in Xi'an,I could arrive at the conclusion that home care services in Xi'an is with the low availability.In order to analyze its curerent situation more comprehensively,I categorize the selected twenty communities according to their common factors and explore main obstacles in realizing feasible ability of home care services and equalization of care services through cluster analysis.The main obstacles mentioned above include inadequate resources of home care services,insufficient information of home care services,imperfect infrastructure of home care services and inapporiate targets of policies on home care services,etc.With analyzing these obstacles,I peryinently propose several solutions,such as enriching resources of home care services by improving its providing system,optimizing construction of related information by strengthening the development of information service platform,improving its infrastructure by pressing ahead with the building of home care services center for the elderly,raising target fit of policies and observing the suggestion of developing communities with characteristics by improving the organization and running system of home care services,so as to increase the availability of home care services in Xi'an accoring to the theory of welfare pluralism and availability.
