On the basis of the theories of sustainable development and sustainable city transport, a conclusion is drawn that the trend of sustainable city transport must be built: if city transport would be developed continuously. Making a comparison between various ways of city transport, it is come out that there are some advantages much more beyond other transport in the city transport at the angle of character. At the same time, at the angle of quantity it is confirmed with the combined model on analytic hierarchy process analysis. Proof can be given to accurately orientate the traffic models.Based on it , the paper presented the rational trend of big cities' passenger traffic structure. It should be: city public transport enjoy priority in development, and orbit transport is the framework, the normal public transport as the corpus, limit the quantity of the private car, amplify the bicycle advantages of changeover and convenience adequately. Ultimately, combined with the traffic block problem faced with Xi'an city transport, we felt that it was imperative that city public transport should be developed at first. But the fact is that xi'an public transport can't be satisfied with the demand of resident not only in the quantity but also in the quality at all. Aim at it; the paper brings up a few reasonable suggestions on the development of city public transport in Xi'an.
