An Environmental Analysis And Strategic Study On Development Of Railway Construction Research And Design Institute

A viewpoint is given, based on the author's understanding about enterprise strategic management theory, and by reviewing the historical evolution of Railway Construction Research and Design Institute (RCftDI), by summarizing the key characteristics of RCRDI and by analyzing the experience accumulated and problems existed in RCRDI during recent years' development, that the sustainable development of such a research and development enterprise of system conversion like RCRDI-small in both scale and market share, and with no distinct major businesses-depends primarily on whether an objective and detailed analysis could be made of the external competitive environment facing RCRDI and internal resource conditions of RCRDI, and further on, whether a scientific, objective and perspective strategic blueprint fit for the institute could be worked out.For this purpose, a detailed analysis was made, by applying management science theory and other basic theories about enterprise strategic management, marketing, and engineering management and consultancy, and by using SWOT method, of external macro environment, competitive environment, opportunities and challenges facing RCRDI, and internal resource conditions, competitiveness, advantages and disadvantages of RCRDI. An exploratory study was made on general strategic target and primary development strategy of RCRDI, and a general planning of RCRDI's development was proposed. In the meantime, specific tactics ensuring the implementation of this strategy were put forward, concerning five primary businesses as research and development, traffic engineering design, architectural design, construction supervision, and featured construction. And three administrative measures supporting the strategy were raised, covering organizational structure, optimized allocation of resources, and effective incentive mechanism. A research fruit was presented from macro and micro point of view, about the preparation and implementation of enterprise strategy.By analytical research over existing problems facing RCRDI after its system conversion and in the process of market accession, and tactics to be adopted, a common rule was revealed concerning the .survival and development of similar scientific and research institutes after system conversion. It is of practical significance for development orientation and sustainable development of scientific and research institutes of similar nature.
