It is said that today is the rush time of Chinese fourth brain flow.Especially after china taking part in the WTO.Brain flow became more active.In general,more people have more opportunities ,as is a good thing .But it is uncertain of agood thing that people change their jobs too frequently for a long term of development.Because during the change ,the individual will have to consume their direct capital and opportunity capital.As far as an enterprise is concerned,brain flow will lead to the consumption of training cost and the employee's job-changing compensation can not make up for the lose.So the enterprise need an employee who can work for them for a relative long time .Meanwhile these employee will have a good development in the future.What is the employee loyal to ?Some people are loyal to their enterprises and the other are loyal to their careers.All HR managers hope their employees are loyal to both enterprises and their careers.The economist consider that earth .workplace .machinery and captial are not the resources of getting rich of countries .district and enterprises any more.on the contrary only the human resource is the foundation of the enterprises and countries' development .The amount of talented person and management level of an enterprise will decide its development potentFor chineses nongovernmental business enterprises ,to attract .employ and ultilize qualified employee and to build an efficient human resource management system will be the key to exist and development.But we can see that the employees' stablity in nongovernmental business enterprises is the worst compared with other style enterprises.In this paper, We will discuss some problems about nongovernmental business enterprise human resource, We will analyse their faults and roots and issue and prove that only better organizational commitment would lead the enterprises to more active.
