This paper first expounds what is Human Resource & Human Resource Management; on the basis of describing the content of modern human resource management, it analyses current status of HRM in our country. The author describes the concept and characteristics of knowledge worker. Using asymmetric information in Economics and Frederick Herzberg's two factor hygiene and motivation theory the thesis puts forwards some strategies for HRM in small & medium scale technological-enterprise. In order to improve the factor of hygiene, the organization should set the idea which is human resource is most important capital. Good corporate culture and free work should be established. About the factor of motivation, in terms of the principle-agent theory organization should the motivation mechanism that is on the basis of compensation and achievement. In addition, it may be better that objective performance evaluation is used on the management of knowledge worker.The article also uses the theory of human resource management to investigate a company of Hubei Zhongyou Technology Ind. & Comm. Co. Ltd. After analyzing information about corporation develop backdrop and current statue of human resource manage, advantages and disadvantages are discussed and then some precept and strategy are brought forward. Main strategy contains how to perfect human resource department, how to improve the system of induction and training, how to optimize the pay strategy system and strengthen the performance appraise system.
