As the first country setting up the modern civil service system, Britain has been concerned by the whole world extremely. Since introducing the new public management theory to direct the administrative reform at first in 1979, Britain becomes the focus of various countries government and international academia again. There were abundant research results about this administrative reform. The purpose of this text is not here either, but strive to draw use for reference to civil service system reform of China, through analyze new public management characteristic and appraise the reform achievement of British civil service system reform.Firstly, this text recommended the system background of British civil service system reform. On the one hand, the civil service system under traditional bureaucracy has made conflicts with the system environment which has changed, and need a new civil service system to carry on the reform and revise to it; On the other hand, the rise and maturity of the new public management theory have offered the theoretical direction for the British civil service system reform, The new public management theory is suitable for guiding the British reform practice, which based on the criticize to traditional bureaucracy. Secondly, this text analyzed the guidelines, the basic principle and concrete measures of British civil service system reform in detail, and expounded the embodiment and application of new public management theory on the British civil service system reform. The third section of this text carry on an overall appraisal to the British civil service system reform. While introducing the achievement of the reform, the text expound the various lands of questions appeared in the British civil service system reform especially, and make a thorough analysis for the conflict between two paradigms (the bureaucracy and the new public management) caused by reform. Synthesizing the analysis of the first three sections, in the fourth part of this text, the author summarized the enlightenments to the reform of Chinese civil service system, and discussed the question whether the new public management mode is suitable for China. As the conclusion, the author think that we can and should use some principles of the new public management theory to guide the Chinese civil service system reform. Combine the unique background of the public servants system of our country, the author bring forward the relevant policy recommendations to Chinese civil service system reform.
