Study On The Countermeasures Of Wuxi Municipal Government's Civil Service System Reform

The civil service system as the core part of the national administrative system,to perform the functions of government departments,has very important significance to promote social and economic development.In 80s,the West will be the new public management theory into the government sector,through the transformation of government functions,build efficient,honest,professional civil servants,to provide quality services to the public the city of Wuxi.In the increasingly fierce competition in the domestic and international pressure,the government civil service system increasingly exposed overstaffed,inefficient,bureaucratic ills for the city of Wuxi building a moderately prosperous society,building a service-oriented government constraints gradually.This paper focuses on the research of Wuxi municipal government civil service system in the current problem,it is necessary to reform the successful experience of learning the western civil servant system merit and other parts of China's civil service system reform,thus forming the countermeasure of Wuxi municipal government civil service system reform.This paper is divided into six chapters.The first chapter is the introduction,mainly this paper introduces the research background,the Wuxi municipal government to reform the civil service system research significance,research methods and research status at home and abroad.The second chapter introduces the related concepts and theories,including the new public management theory,human resource theory,this paper studies the reform of the civil service system is the main development direction of the Wuxi municipal government and the theoretical basis.The third chapter introduces the Wuxi city the civil service system development history,current situation and main problems,points out the existence of the Wuxi municipal government in the civil service system.Questions.The fourth chapter analyzed the experience of western mature civil service system arrangement and local civil service system reform more successful area,summed up the successful enlightenment,as an important reference for the next step of reform of the civil service system of Wuxi municipal government.The fifth chapter puts forward some countermeasures and suggestions on the reform of Wuxi municipal government civil service system,detailed description of the civil servants the appointment system and classification system related to the case.The sixth chapter is the summary of the thesis.
