Britain is the first country to establish civil service system in the world. It’s also the country which has the most complete civil service system of the world. British civil service system was established in1870, this system has been existing more than100years. The true "modernization" process of the British civil service system began after World War Ⅱ. Since World War Ⅱ, the British civil service system has been reforming by Fulton, Margaret Thatcher’s, and the subsequent governments during the late of twentieth century to date. In the reform process, successive governments made so many efforts for the civil service system in choice, discard, complement and development, etc. ultimately leading to the present British civil service system:clean, efficient, professional image and good reputation.In this paper, the Second World War as a watershed, an overview of former British civil service system overview of the basic characteristics and development, while analysis of the Second World War on the impact of the British civil service system. On this basis, the paper describes in detail the systematic reform after the Second World War, analysis the background, the process and the core measures and results about this three important reforms, and also sum up the objectives, power, strategy, measures of the system reform.The author believes that the British civil service system reform after the Second World War Ⅱ were in order to create a clean and efficient civil service system; in order to obtain public support and public spirit of respect for the power, has adopted a "blitzkrieg" type and "type Fabian "reform strategy; through the improvement of merit system, the introduction of competition, the civil service system of privatization "and a series of measures to make the civil service system’to be improved.China’s civil service system established since the1980s, it has developed more than10years.However, our civil service system is still not perfect, there are some deficiencies and bottlenecks that hinder its development. In this paper, the author summed up the experience about the British civil service system reform after the World War Ⅱ in order to provide an important reference for improving China’s civil service system building.
