Research On The Non-technical Problems In The Process Of Government Informationization

Recently, a lot of research about theoretical and practical problems of government informationization has been put forward. One feature about most of the research is that: Scholars put their emphasis on the technical problems in the process of government informationization, while they studied a little on the management of business process and reengineering of information process. The imbalance between the research on technical problems and non-technical problems puts off the government informationization construction of our country. Therefore, this thesis locates its research on the non-technical problems in the process of government informationization construction.The non-technical problems in the process of government informationization include governmental information process reengineering, the organizing of government informationization project and the innovation of government organization. Governmental information process reengineering is the core-step of the whole project. The fundamental thinking and complete re-design of governmental information process can decide the innovation of government business process, government organization and managing mechanism. In this thesis, the author takes the information process reengineering of Suzhou Municipal Service Center as an example to make the analysis, and points out its advantages and disadvantages.In this thesis, the author makes attempts to analyze the non-technical elements of government informationization and its relationship, and expects it to be useful to the construction of government informationization.
