Changsha, Zhuzhou and Xiangtan city, which located in the middle of Hunan province and is only ten kilometers apart between them, are connected by railway, roads and Xiangjiang River and between the core district to the province economic and social development. Because of the independence and exclusiveness of administrative partition, the development of Changsha, Zhuzhou and Xiangtan city were separated from each other and lack of extensive lateral connection, so there was a lot of harmful consequences such as forming urban planning different system, vague regional division of labor, industrial structure tending to assimilation, market segmenting, repeated construction and so on. All of these lead to a lot of waste! The closed geographical location as a location advantages can' t play role in the development course. Furthermore, there arose some negative effects. It is hard to form resultant of force from gathering and complementing.Aimed at these problems, broadly refers to the experience and practices of urban complex palnning and construction at home and aborad. The paper probes into the problems of Chang-Zhu-Tan urban complex integrating construction and government adjustment mechanism optimization.It places emphasis upon development model and countermeasures of integrating the Changsha, Zhuzhou and Xiangtan city, optimization route and definite actions of government adjustment mechanism. On the higher level ,this article deeply studies growth course of urban complex and summerizes the thoeries and practices about integrating construction of urban complex.The paper try to provide references for government and some companies, and to be as the basis for Hunan province and Changsha, Zhuzhou and Xiangtan city to work out the "Eleventh five-year" plan and middle-long term development planning.
