Currently, our government place great importance on professional skill training project for peasant transfer. It is a strategic action for solving " three agricultural " problems. This measure will promote the rational, orderly and stabilized transformation of surplus rural labor force, increase peasants' income and enhance the realization of the goal of building the well-to-do society in an all-round way.Jiangxi Province is a traditional big province of agriculture, with the agricultural population accounting for 76.3% of the total population, 0.049 hectares of cultivated land per capita, and an undesired land capita ratio. In 2003, 5,534,000 peasants in Jiangxi went out to work, and the average per capita income was 727.4 Yuan, which accounted for 29.6% of per capita net income. Obviously, the income of peasants working out has already become the main strong point for peasants to increase their incomes. However, rural laborer's cultural quality in the whole province is generally lower, and the professional skills are generally scarce. Now, the east developed area is catching the opportunities of big international industry gradient transformation and the accelerating international capital flow to our country to develop the new high-tech industry and advanced manufacturing industry. This has put forward higher request to the laborer's cultural quality and technical skill. Meanwhile, the strategic policy of development of western regions and western rural laborer's low cost advantage has helped the western rural laborer to outflow with higher speed, this makes rural labor service economic development of Jiangxi Province face the new challenge. So, professional skills training for peasant transfer is a strategic action for Jiangxi to promote surplus rural labor force shift to cities, realize peasants income-increase at present stage, and is an important step to realize the goal for Jiangxi to be prominent in the middle part of China.This paper analyzes the current situation of, existing problem and its cause in the professional skill training for peasant transfer in Jiangxi Province by the methods of questionnaire investigation, interview, model analysis and literature survey. The main problems includes: lacking unified planning, relatively confused management; inflexible training mechanism; separation of training and employment, imbalance of supply and demand; lacking essential input and the difficulty to guarantee training quality. The mainreasons which cause the problems include no common views,no enough propagations,no deep investigations and no well-established information system.Then, the necessity for professional skills training of peasant transfer is elucidated. Finally, measures such as Making local regulations, establishing legal status; Strengthening service function, working in concert among different departments; perfecting information system, integrating student enrollment, training and employment; implementing brand strategy, stressing the professional characteristic; integrating train resources, innovating training mode; and implementing multiple inputs, focusing on training priority are proposed. We believe that these efforts will offer some feasible thoughts and methods for rural surplus labor transfer and for income increasing of peasants. Also, it will serve as references for technical departments, the Party and government organizations at all levels to make decisions.
