Since the foundation of PRC, socialist system has been assured and accordingly its people's government has been established. However, the setup of the new system was not on the swift wind, under which occasion its policies impacted by various factors in.society, politics, and economy were continually adjusted and improved. Economic base determines superstructure while superstructure has an impact on economic base. Only if economy has developed to a certain extent, it will naturally bring forward higher requirements for the government institutes representing superstructure. Hence, the government institutes have been adjusted and reformed since the establishment of PRC. A study of their course is playing a positive role in various aspects. First, from theoretical point of view, we may further reinforce the awareness of the institute-reforming rules in order to instruct and push forward the in-depth development in the course of reforming practice with the purpose of completely erecting the governmental management framework that fits into the market economy system. Secondly, the science of administration can be advanced by means of subject construction to enrich the content of the study of administration in our nation. As a matter of fact, the research on the course of the reforms of government institutes will be an essential step in the science of administration.In this thesis, I described the development of reforms of government institutes, and analyzed the reason of the problem of reform of government institutes, and addressed the strategy.The thesis consists of three parts. The first part give an account of the course of the government institutes prior to the reforms and opening-up at which stage government management system was established with the requirements of traditional planning economy system and simultaneously adjusted by means of amendments. The second part give an account of the course of the reforms of government institutes after the reforms and opening-up. I describe the course of reforms of government institutes(1982,1988,1993,1998,2003) since the 11th Party Congress of CPC, In coincidence with reform of government organs, reform of administrative system which has been lasting twenty years comes along with the establishment of administrative legal institutions. It functions in creating goodenvironments for reform of political system, laying a solid foundation for reform of political system, and supplying means, methods, experience for reform of political system. During the period, reforms of economy system has been pushed forward to achieve the goal of fitting into the development of socialist market economy, of essentially reconstructing and reshaping government management system. The last one analyze the major factors that affects the reforms of government institute among which economic factor is decisive. In addition, politics, notions, finance play an important role as well. They have the conspicuous feature of dualism: they propel the reforms, while they may well hinder the reforms.The originality of the thesis lies in the fact that through detailed accounts and profound analysis of the course of the reforms of government institutes in our nation, I am in an attempt to arrive at the conclusion that the reforms of government institutes are inevitably the offspring of a certain period in history, that they are the result of mutual affections between subjective desires and reality, and between economy and government, that various reforms are generally under way concurrently.
