As the primary resource of an enterprise, the human resource is the decisive factor in market competition. However, the status of human resource in most of state-owned enterprises, particularly in the large and medium-sized ones, are far away from satisfactory. First of all, with surplus in total and insufficiency in certain types of talents, structure of human resources is unreasonable. Secondly, employees are inactive in work and less satisfied. Finally, with high turnover of talents, state-owned enterprises are actually "training schools" of other enterprises.Subordinate to The China State Construction Company (CSCEC in short), The Second Construction Engineering Bureau of CSCEC (SBC in short) is a large-sized building construction enterprise. The current situation of development and management of human resources in SBC is quite representative of lage-scale enterprise. In this article, by means of questionnaire survey, employee interviewing and literature review, combined with personal experience in management practice, the author examines the status quo of development and management of human resources in SBC, finds out the problems wherein and puts forward constructive suggestions and measures for improvement. Based on ideas and technologies of development and management of human resource in modern enterprise and assisted with related theories of organization behavior, statistics and corporate culture, the author makes qualitative and quantitative analysis in detail. The article consists of six parts. The first part, the preface, describes reasons of selecting the theme and the methodology of study. The second part makes brief introduction to SBC. The third part and the fourth part emphatically analyze the situation of development and management of human resource in SBC. The fifth part puts forward suggestions. The sixth part makes summary and draws conclusions, as well as suggesting determining further study and exploration in the future.By studying development and management of human resources in SBC, this article aims at providing reference for state-owned enterprises, particularly building construction enterprises of large and medium size.
