The ability of research and development in high-tech companies is the important part of their competitiveness. In order to enhance the competitiveness of high-tech enterprises, thus promote the improvement of China's overall national power, this paper observed, from a micro aspect, how project team's mentality & behavior impacted on the R&D ability of hi-tech enterprises, by using pertinence study. The focal point lied in expounding the functional mechanism and influencing course of project team's mentality & behavior on the enterprises' R&D ability, and offering the theoretical foundation for management practice of enterprise's administrator. Utilizing the statistical analysis software, We studied the relationship between enterprise's R&D ability and project team's mentality& behavior by the dates came from a random sample investigation to R&D personnel of hi-tech enterprises in Wuhan area, adopting the method of positive research. Through positive study, it discovered that project team's mentality& behavior had causality with enterprise's R&D ability. Among them, the standard return coefficient between the variables like consistency of the project team and personal goal, team members' independence, the requisition on research and development personnel of high-tech enterprise and project team's attitude to improvement and enterprise's R&D ability respectively is 0.266,0.232,0.225,0.204.When the other variables retain constant, the variable above rises (or drop) one unit, enterprise's R&D ability will rise (or drop) 0.266,0.232,0.225,0.204 units correspondly. Through positive study, it also discovered that the psychology and behavior of the research and development individual forming the project group are relevant to enterprise's R&D ability. Among them, variables of R&D personnel's psychology and behavior such as working enthusiasm and relationship with marketing department also had causality with enterprise's research and development ability. In order to improve R&D ability, high-tech enterprise may follow some ways such as: Firstly, setting reasonable goal of project team,constitute rational structure of project team,build expedite communication channel inside and outside the project team. Secondly, thinking much of the training aimed at R&D personnel, promoting R&D personnel's working enthusiasm fully. Thirdly, cultivating the culture that can help improving the innovation ability of high-tech enterprises. According to the principle of business administration, this paper combines the characteristic of the high-tech enterprise and points out the procedure which implements the above measure as follows: Firstly starting from personnel's allocation, personnel's testing and assess, personnel's examining, personnel's encouraging and staff training, set up and amplify the scientific human resource management system; Then improve the management level of the project group on the foundation that the project group leader makes one's own duty clear; At last, through setting up the mechanism that encourages innovation and exchanging in the enterprise, Set up corporate culture which helps innovation .In theory the result of this paper enriches the field of organization behavior,science and technology management and management of high-tech enterprises. In practice the result of this paper points out some efficient ways that may improve R&D ability of high-tech enterprises.
