At present, E-government has become one of the important applications over Internet. With the dramatic growth of the number of users and the types of services available, however, E-government system exhibits the characteristics of loosely distributed complex systems, and increasingly at a global scale, which lead to painstaking designing and analyzing of E- government systems. Generally, the requirement specifications of E-government systems are vaguely illustrated and described. Thus, started with the conception of E-government and further comprehension of the features of the system, this paper provides tools and measures that can formally simulate and verify the system in order to enable the designers sketching system architecture explicitly and conveniently. Moreover, these tools and measures facilitate the works of system trouble-shooting, verifying system activity and fairness as well as security and consistency maintenance. All of these works are more rational and effective than ever before under modeling. Besides, E-government modeling also fosters system performance evaluation thanks to the combination of cost modeling technology and analytic hierarchy process. In sum, this paper targets to provide E-government system designing with a uniform, manageable and repeatable model and criteria for evaluation meanwhile. The modeling technology and analytic procedure of economic feasibility mentioned in this paper also extend our minds in dealing with familiar problems.
