Under the multi-poled and unified pattern of the world economy and politics, the social form of economy will generally become knowledgeablized, "knowledge economy" is becoming the tendency and basic features of the world economy in the 21st century. Knowledge concentrating, development multi-polarization, syntheticalization, invisiblization of investment and economic globalization of knowledge economic era seriously charge the world, and then make the whole country change in a large scale, whatever is internal environment or external one. In the future world, the winner in the world competition will be the nation which depends on not rich material source, but advanced thought, scientific technology and high-qualified talents. Our government faces the challenges in this competition. The economic development is the development of man and the accelerated accumulation of the human capital. Human capital is the main motive power of the economic development of China. If our China wants to possess more motive power and competitive advantage, we must qualify the officers of the government. So to improve the quality of the civil servants has been listed in the historical schedule, even it became more important than before. But in the past day, the civil servants training has been paid little attention, so it can't adapt to the challenges put forward by the government in the knowledge economic era. So it's imperative to combine the civil servants training with the development policy of the government to improve the quality of the civil servants. The paper consists of four parts. The first part mainly introduces some new ideas of modern training of civil servants and the theoretical framework of this study. Introducing of the new ideas is the purpose to show that scientific and effective training should follow some rules. The second part introduces the present condition of civil servants training and analyzes further the problems existing in it. The third part introduces the condition and features of the civil servants training in the western advanced countries, in order to draw lessons from them. The fourth part systematically puts forward the main development orientation of civil servants training in the environment of knowledge economy from the new ideas of training with the useful experiences of the western countries and the basis of analysis of the problems existing in the training.
