Knowledge Economy Era is now greatly impacting every corner of the whole world, with its characteristics:knowledge intensive, development, multi-polarization, syntheticalization, invisiblization of investment. Today, it is science, technology and highly qualified personnel, but not abundant material resources, which could help one country struggle out of tough competition. If Chinese government wants to have a stronger competitive advantage, it must comprehensively develop the human resources, particularly the human resources in public sector. Clearly, training is an effective way.In recent years, particularly since the Civil Service Act promulgated on January1,2006, Civil service training has been paying more attention. As an important part of civil servants training, orientation training of newly appointed civil servants training has gradually stepped onto the standardized and scientific track, under the joint efforts of government departments, and enhanced adaptive capacity and achieved some success in improving the quality of newly appointed civil servants.However, new changes under the new situation and new requirements for training put forward higher requirements, thus, we must speed up the training reform and innovation, in particular, we must vigorously promote innovation in the content of orientation training. This paper intends to have done a preliminary study, aimed at finding a suitable way for orientation training, make efforts to improve the training helps.Since2006, I have experienced the reforms of the Shanghai orientation civil servant training. Therefore, this paper take Shanghai orientation civil servant training for example, to explore the aspects of orientation training, By analyzing the urgency of innovation of training purpose, principles and systems of innovation, teaching methods, and means, etc. This paper comprises six parts. Part one is the Introduction, introduces the topics of the background, significance and research methods. Part two analyses the characteristics of the times, characteristics of orientation training as well as the necessity and the urgency of innovation of training content. Part three gives a more in-depth study on the purpose, principles and systems of innovation, on the basis of a literature review. Part four focuses on the five important aspect of innovation. Part five introduces five important methods of innovation. Part six try to establish a scientific evaluation system, in order to check the effectiveness of newly appointed training content innovation.
