Modern enterprises' competitive advantage is so closely linked with the factor of people that more and more enterprises are devoting much attention to human. resource management & development, which was a tool to increase an enterprise's value and productivity. Business administration aims to improve an enterprise's performance, so we can say business administration means performance management, and performance management is the core of business administration. At same time, nearly any decision of human resource management is or should be based on employee's performance, so we can also say performance management is the core of human resource management. How to manage employees to improve their performance arouses our close attention.Of course all businesses expect much from performance management. But so many problems exist in the practice performance management, which seriously hinder or weaken its proper effect It's investigated that thirty to fifty percent of employees takes the formal performance appraisal for fruitless.Performance appraisal is an important element of performance management and its result has various kinds of uses. However we find that nearly everyone involved dislikes performance appraisal and manages to avoid it because it causes worry, pressure and conflicts.One of the key reasons why we can't get expected returns from performance appraisal is that performance appraisal is not regarded as one course of the whole performance management system. We pay too much attention to the course of performance appraisal, and ignore its related courses (such as performance plan, performance communication and performance feedback). The most serious problem is that we ignore the course of continuous performance communication and put little hard work into performance improvement.This thesis aims to establish a modern performance management system for Guansheng Automobile Parts Manufacturer Co., ltd. In this thesis we analyze the problems and their causes, analyze the necessity to set up a new system and design a new performance system.
