At present, our country pays more and more attention to the performance evaluation of government departments. The construction of the new model of performance evaluation and to improve the performance of the public sector has become the focus and difficult issues in the administrative reform in China. However, public performance evaluation and enterprise performance evaluation are still very different, such as the enterprise management is the economic target, profit margin, market share, and unit cost is the core content of management. Charles Dybash believes that the difficulty of public sector performance evaluation includes the overall interest, monopoly, free service and costs of public sector. This paper analyzed the study of performance assessment for public sectors both home and abroad, strived to discuss the performance appraisal of human resource management for Caofeidian Industrial Zone Management Committee. We collected information of Caofeidian Industrial Zone Management Committee via various channels, thus deeply discussing its performance appraisal of human resource management.Firstly, the paper introduced the human resources related to the overview, gave the concept of human resources and human resources management, the concept of a detailed description of relevant basic theory, so as to lay the foundation for the completion of the paper.Secondly, based on investigating the human resources current situation of Caofeidian Industrial Zone Management Committee, we found the existing problems for its human resources performance assessment, such as leaders do not attach importance to the performance appraisal, performance appraisal index system and mechanism are not perfect, lack of necessary for performance evaluation feedback and incentive mechanism etc.,Thirdly, in view of the problems existing in the performance assessment of human resources for Caofeidian Industrial Zone Management Committee, we designed a human resource performance evaluation system, gave the design of performance appraisal of the general idea, formulated the concrete scheme of the human resources performance assessment, constructed the evaluation index system and evaluation method, and established the performance appraisal feedback and application mechanism. Finally, based on the above analysis, we implemented an empirical research for Caofeidian Industrial Zone Management Committee, and presented measures to improve the performance assessment of human resources for Caofeidian Industrial Zone Management Committee, such as create a professional team of performance assessment, guarantee the fairness and impartiality, perfect incentive and guarantee mechanism of performance appraisal, establish employee performance appraisal supervision and complaint mechanism etc.
