With the development of knowledge economy, HR is playing an important role in the development of knowledge-based enterprises. Theory circle and business circles have strengthened the research and practice of HR management, but the research and practice are not deep, overall and systematic. There is no agreement on the HR flow management, especially in the field of HR flow prewarning, there is none of clear standards. These make enterprises at a loss of carrying on the HR flow management. This paper regards flow of the knowledge-based enterprise HR as the research object, reviewing relevant theories about knowledge-based enterprises and HR flow systematically, utilizing the theory and method of systematic science to analyse the impact on enterprise that HR flow bring about, the assessment of knowledge-based enterprise' s HR flow and enterprise HR flow strategic management, moreover, this paper makes the analysis of the main causes in flow and management countermeasures of HR flow to knowledge-based enterprises. The concrete research point of the thesis is as follows:First of all, this paper analyses knowledge-based enterprise HR flow state, pointing out some questions existing in the HR flow management at present. States research meaning, the thinking of research and research approach. And introduces relevant theories of the knowledge-based enterprises, flow of enterprises HR systematically. Summarizes and reviews basic theory of HR flow and relevant documents of model study systematically. And formes a comparatively perfect theoretical research foundation.Secondly, on the basis of summarizing HR flow documents, this paper uses the theory and method of systematic science to analysis positive and negative influences that enterprise HR flow brought about.Then, on the basis of analysing construction principle of the indicators in evaluating enterprise's HR flow, this paper analyses some routine HR flow evaluation indicators, and chooses some important evaluation indicators to appraise knowledge-based enterprises HR flow, and Points out some factors needing considering while using these enterprises' HR flow data to analyses flow state. And on this basis, this paper discusses how to carry on HR flow strategic management of enterprises.Finally, on the basis of analysing HR flow causes of enterprises, this paper proposes some management countermeasures for knowledge-based enterprises HR flow.
