Research On The Influence Of Land Circulation Pattern On Local Residents In Resettlement Area

Because of water and soil resources shortage and environmental capacity inefficiency in resettlement area, reservoir resettlement has become one of the primary restricted factors of water conservancy and hydropower engineering construction. As the main approach of reservoir resettlement, "Resettling the migrants through farmland allocation" involves land adjustment among migrants and local residents in resettlement area. In order to achieve the co-development in resettlement area and minimize this influence of land circulation on local residents, resettlement pattern selection is the question that should be taken into consideration in the process of reservoir resettlement.Based on the questionnaire survey about land circulation in Hubei Pankou Hydropower Station, Sichuan Pubugou Hydropower Station and Hunan Zaoshi Reservoir, this paper takes "Research on the influence of land circulation pattern on local residents in resettlement area" as a title and makes a intensive study on the influence of different land circulation pattern on local residents'contracted farmland, income and expense. Fruthermore, to provide the reference for "Resettling the migrants through farmland allocation" of reservoir resettlement in China, this paper evaluates each land circulation pattern through fuzzy comprehensive evaluation model.This paper consists of five sections:Chapterâ… introduces research background, research significance and target, besides, the technological route, research method and possible innovation are put forward as well. Chapterâ…¡mainly elaborates related theories, research methods and the application of each theory in land circulation of resettlement area. Taking the resettlement area of Hubei Pankou Hydropower Station, Sichuan Pubugou Hydropower Station and Hunan Zaoshi Reservoir as examples, Chapterâ…¢analyzes the influence of three land circulation patterns, which including "Farmland Adjustment from Some Local Residents", "Farmland Redistribution among Collective Members" and "Selling House with Farmland", on local residents. Chapterâ…£evaluates and discusses each land circulation patterns through fuzzy comprehensive evaluation model. Finally, Chapterâ…¤briefly summarizes main conclusion and the necessary improvement of this paper, furthermore, the prospect of related research in the future is presented.Through the analysis and research, some conclusions are showed as follows:(1) There exist great differences among each land circulation pattern's influence on local residents. The local residents under the pattern of "Farmland Redistribution among Collective Members" are among the most affected in those three land circulation patterns. Meanwhile, the local residents under the "Selling House with Farmland" are least affected.(2) In terms of land circulation pattern selection, it should take into full consideration about the influence of each land circulation pattern on local residents, and compare the scope and quantity of land circulation among different patterns. The proper land circulation pattern should be chosen to ensure the successful implement of "Resettling the migrants through farmland allocation".(3) Local government should take into full account the influence of land circulation on local residents. Besides, in order to minimize this influence, the local government should offer preferential policy and support to local residents.
