Achievement-based Efficiency Assessment And Perfection Of Government Responsibility Mechanisms

As is pointed out in the Party's Seventeenth Session, an overall reform plan of administration system must be worked out as soon as possible so that more efficient administration system will come into being to ensure agreement in power and responsibilities, optimal division of work, sound policy making, smooth applictation and effective supervision mechanisms. The government responsibility system is to be perfected, which directs the way the administration system reforms of our country shall develop in the new era. The establishment of administrative responsibility system and the campaign of assessing effeciency based on achievements are the key to the improvement of government itself and the promotion of government administration systems. The effeciency assessment based on achievements is an effective administration responsibility system, which is meant to evaluate and grade the effeciency and achievements of the government through scientific standanrds, methods and procedures by judging the performance of government officials. It is the intrinsic demand of the admininstrative management system reforms to promote the administration responsibility mechanisms by the assessment of effeciency based on achievements. The administration responsibility mechanisms shall be perfected and its funtions shall be extended by supervising responsibility and upgrading the administrative effeciency. On the basis of assessment of administration efficiency and achievements, this thesis is to analyze the responsibility system and explore the ways of realizing the responsibility system under the responsible government, thus offering a new policy to help improve the administration responsibility mechanisms of our government.This thesis contains five chapters. Chapter One elaborates the sources of my thesis and proposes my research concept, methodology and potietial innovations as seen in the thesis after the introduction of the background, significance of my theis and the research conducted home and abroad pertaining to this topic. On the basis of defining the relevant ideas, Chapter Two illustrates the functions of administration effeciency assessment based on achievements and explores the nature of adminstration responsibility mechanism modelled on effeciency assessment pertinent to achievements. Chapter Three brings forth the inner meaning of adminstration responsibility mechanism and, based on the eight case studies in Hunan Province, analyzes the mechanisms on which assessment of effeciency system is formulated. Chapter Four points out the current major problems and reasons which exist in the adminstration responsibility mechanism of our country. Chapter Five focuses on the specific methods of improving of adminstration responsibility mechanism by establishing the concept of assessment of effeciency based on achievements, extending the range of effeciency assessment, improving the assessment criteria, regulating the assessment produres, perfecting the assessment rules and regulations (modelling on the case of Shenzhen) and setting the electronic assessment system.The major achievements and innovations of the thesis are the proposal of efficiency assessment based on achievements as an effective method of administration responsibility mechanism. From the outset of administration efficiency assessment structures, the thesis brings about the inner functions of all factor influencing administration responsibility mechanism, its defects and impact on the administration responsibility system. By trying to establish a sound administration efficiency assessment system, we hope to provide a brand-new vision and method to promote the perfection of our administrative management reforms and the establishment of servicing government. Meanwhile, the achievement of this thesis will contribute to the preparation of theoretic study for the accomplishment of administration efficiency assessment system and administration responsibility mechanism. As a result, the necessary support for the government reforms is given to establish a responsible government and implement a sound outlook on scientific development and administrative performance.
