The Party’s eighteenth Session stresses,complete the cadre assessment and evaluationmechanism, promote the leading cadres and set up the right achievement view, establishthe administrative responsibility system and correction system. As is pointed out in theParty’s Seventeenth Session, build up scientific and complete the administrativeresponsibility system, carry out the government achievement management andadministrative accountability. The central government and the state council has put thegovernment performance evaluation and the implementation of administrativeaccountability system as an important way to strengthen the construction of governmentand the innovation of government management. Government performance evaluationprovide public products, quality service and effect of assessment through some technical,the essentials a accountability mechanism that to check the productive capacity and jobperformance of the government and it’s officals. Use the government performanceevaluation to operate the external responsibility mechanism is the inherent requirement ofthe current administrative management system reform in our country. Depending on putthe performance evaluation into effect to proceed external accountability to thegovernment, by means of external accountability to urge the government performance,consequently achieve the virtuous cycle that the two promote each other. The article startfrom proclaim the inner connection of the government performance evaluation and theexternal liability system, analysis the principle of the external responsibility mechanism,put forward basic measures of using performance evaluation to complete externalresponsibility mechanism.This thesis contains four chapters. Chapter One elaborates the sources of my thesisand proposes my research concept, methodology and innovations as seen in the thesis afterthe introduction of the background, significance of my thesis and the research conductedhome and abroad pertaining to this topic; On the basis of defining the relevant ideas,Chapter Two illustrates the reveals the government performance evaluation and essentialof government external responsibility mechanism, clarify the internal relation betweenthem; Chapter Three points out the realistic question of our government externalresponsibility mechanism existing in the construction process, perspective from theperspective of performance evaluation analysis to decompose problem and causes;Chapter four focuses on the specific methods of improving of administration responsibilitymechanism by extending the range of efficiency assessment, improving the assessment criteria, regulating the assessment procedures,setting the electronic assessment system,perfecting the assessment rules and regulations and establishing the concept of assessmentof efficiency based on achievements.The major achievements and innovations of the thesis are starting from thegovernment performance evaluation of the external accountability subjects, reveals theimportance of multiple assessment subject of external accountability process, in order tobuild a multi-subject, clearly external responsibility government performance evaluationsystem; Using multivariate government performance assessment subject space frame,starting from the perspective to build a scientific and complete system of governmentperformance, put forward basic countermeasures to complete our country governmentexternal responsibility mechanism.
