On the basis of compliance with the above principles, it should continue to push through economic development of market and government reform, to cause a reasonable division of responsibility and authority of the central and local governments which further improve and reform our tax system, and establish a standard transfer payment system to optimize the local coordinated development of intergovernmental relations system environment. We can effective control the local government non-cooperative game by developing the awareness of Cooperation among local governments, building the political dialogue mechanisms, the balance interests mechanisms ,information connectivity mechanisms , the hard constraint mechanisms to speed up build and improve mechanisms for effective cooperation between local governments which are used to build the construction of effective cooperation between local governments and ultimately the effective management of local non-cooperative game.
