Government affairs hall is a product of administrative examination and approval system reform, a major institutional innovation. As the provincial, city and county government have set up the hall, lobby government pays more and more attention to improve services to solve some of the deep-seated problems in the actual operation. Chief Hall lies to provide convenient, efficient and approval services and the public is the customers of public service, therefore, the quality of the services in chief hall ultimately evaluates by the public satisfaction is the most convincing standard. Due to the relatively low level in economy, county government affairs hall, which are at the grass-roots level, face more challenging problems such as inadequate investment and slow development. However, the county government hall face the grass roots directly, thus, it is of great strategic significance.Based on the characteristics of the county government affairs hall, the author attempts to establish a measurement of public satisfaction for it from the perspective of public satisfaction. This thesis includes the following four parts:In the first part, based on the research background and significance of this topic, and the relevant studies on it, the author attempts to introduce the research methods of this paper and point out the possible innovation on this topic. The second part describes the overall situation of the county government affairs hall to find out the existing problems in the work of county government affairs hall and introduce the main content and formation mechanism of the public satisfaction measurement. Through an analysis on the theoretical basis, characteristics and subject of public satisfaction measurement, the main theoretical framework will be established. The third section describes the classical satisfaction measurement models and the enlightenment from it, analyze the selection of the potential variables, the structural relationship between these variables and the selection of the measurable variable corresponds to each potential variables, the author attempts to construct the index and structural equation model to evaluating the public satisfaction on county government affairs hall services. In the last part, taking a county-level city in Hunan Province to conduct a research in practice, the author tries to design a questionnaire, then, collect the data and make a data reliability and validity analysis, finally, the final statistical analysis will be concluded and the strategies of improving the public satisfaction will be put forward.The innovation of this paper is to relate the research on public satisfaction evaluation with the construction of service-oriented government closely. Based on the standard research, a quantitative analysis is made so as to find out the key factors which affect the public satisfaction on the work of government affairs hall. Moreover, the actual applicability and validity of the model can be further verified by applying the theoretical models into an empirical research.
