| Governments in China are striding toward public service mode in 21st century. The Municipal Committee and Government will list advancement of central construction of community services as concrete project. Continuous efforts were made to improve the methods for public services, which adversely did not get much positive feedback. Against such background, this thesis concluded that ineffectiveness of community service mainly results from inadequate scientific arrangement. And it also elaborated how Community Service Center adapted itself to the ever-changing requirement and carried on GPR management innovation.Beneficiary explore of GPR management not only enables the theory of public administration to become rich, but also practices into regular work of Shanghai Community Service Centre. Besides, reference value has also been provided to similar related departments.The whole thesis has been divided into five major parts. Firstly, specify research background, objectives and content. Definite related concept and introduce research methods and framework. Second, mainly introduce present situation and deficiency of Zhenru Town's flow combining with typical unemployment insurance. Third, via analyzing the current situation of Zhenru Town and existed issues in Community Service Centre, we can unveil the root cause of work inefficiency in all directions like concepts, leftover problems, administrative management system or E-business etc. Fourth, put forward overall objectives of Zhenru Town' s GPR flow, which are leveling up service quality, optimizing working process, reducing cost on operations, increasing working efficiency, strengthening information application and perfecting government E-business construction. Finally, GPR flow in Zhenru Town has been designed together with nowadays network, software, hardware and basic theory of government affairs reengineering. And results analysis are conducting by us comparing to that of before.
