Making great efforts to train and select young cadres is a fundamental strategy to ensure the party's successors and the fundamental stability of the state, and is also a strategic task to strengthen the leadership and cadres. Selecting excellent fresh university graduates to the grassroot level is an important basic task of training and selecting outstanding young cadres, strengthening leadership and its cadres, and building the contingent reservation; It is a strategic measure to start from the source to cultivate a large number of leaders capable of constructing harmonious society. With the growing attention paid by the CPC Central Committee, relevant departments expand the number of selected students gradually. Because of the active participation of graduates from institutions of higher learning, more and more people become selected graduates. How to manage this selected graduates team and promote their healthy growth becomes increasingly concerned to relevant departments and selected graduates.The work concerning selected graduates began in 1965 and has a history of 45 years. After years of development, from central to local, CPC committees at all levels are improving the systems of selected graduates, such as selection, management, training, and using; the environment for selected graduates is also being improved and optimized continuously. But there are still many problems and deficiencies in selected graduates' . management in various links. It is urgent to furtherly research and solve these problems. In recent years, relevant departments and some scholars have been researching how to improve the selecting, training, managing and using of selected graduates, but only a few in-depth study and exploration are made,which cannot form a complete system.Through interviews, literature research methods, this article takes Shandong province as an example,summarizes the multi-year work of careful management of selected students, sums up experiences, and tries to find out the problems and shortcomings. In order to strengthen the scientific, systematic and standardized management of selected graduates, this article also explores some imperfections in this system and makes innovations on some measures which will strengthen the links between selecting and training cadres, enhance the management of civil servants, and make the system commensurate with the students employment system.Papers Framework:Chapterâ… is the introduction; Chapterâ…¡is the historical review and status analysis on the work concerning selected graduates; Chapter III is about the problems facing the work concerning selected graduates and the causes; Chapter IV is about the reflection on how to perfect the work concerning selected graduates; the final part is the conclusion about the perspective on the establishment of open work pattern of selected graduates.
