The Research On The Plight Of Citizenization Of The New Generation Migrant Workers Citizenization And Institutional Innovation

In2010，“the Issue of the New Generation of Farmer-workers，was firstlymentioned in the first Document of Central Government，and“Adopting a appropriatemeasures，efforts to resolve the issue of the New Generation of Farmer-workers”wasindicated. Visiblely, the Party and the Country Pay great attention on this group of theNew Generation of Farmer-workers. China’s massive rural-urban flow has lasted formore than20years，today，the farmer-worker’s intemal structure has greatly changed，The new-generation of Farmer-workers gradually become main force of them.This paper is based on the theories of Western labor mobility，uses researchmethodology of theoretical analysis and qualitative analysis，combined with Groupsfeatures of China’s new generation of migrant workers and the plight of Citizenization,analyzes the institutional reasons which results in the plight of Citizenization of the newgeneration of migrant workers，at the end put forward innovations of Eliminating theplight of Citizenization of the new generation of migrant workers，to promote theprocess of the new generation of migrant workers’ Citizenization.This article is divided into six parts, the first part, introduction, mainly introducesthe significance the purpose and main content of this study; Second part, the review ofthe relevant background theory, introduces foreign labor mobility, research on the newgeneration of migrant workers’ citizenization, and other theories as well as domesticresearch, makes an overview of the latest achievements in this field of research of thenew generation of migrant workers’ citizenization. The third part，analyzes groupcharacteristics of China’s new generation of migrant workers from the following sixaspects: education, values, consumer attitudes, life goals and methods, career concepts,human rights awareness. The forth part，proposes the plight of the value of conflict andsocial discrimination， housing security, social security， continue education andemployment in the process of the new generation of migrant workers’citizenization.And from the five system constraints, which are the separated urban and ruralregistration system，lacking of differentiation of the housing security system，inadequatesocial security system， discriminatory education system， city discriminatoryemployment system，to analyzes the impact on the plight of Citizenization of the newgeneration of migrant workers. The fifth part, combined with national conditions, putsforward institutional innovative measures to eliminate the plight of Citizenization of the new generation of migrant workers. The author makes institutional innovations from thefive aspects of the household registration system, the housing security system, socialsecurity system, employment system, rural land contracting system, to eliminate theplight of Citizenization of the new generation of migrant workers, to promoteCitizenization of the new generation of migrant workers.
