The phenomenon of migrant workers in cities is the direct product of China’s reformand opening-up policy, which is deeply grounded in the historical development andfundamental realities of our country, reflecting some features about socialtransformation, system transition and production relation change in the past30years.Among the big family of migrant workers, a new group---the new-generationfarmer-workers, for one thing, share certain common characters like the oldergeneration, for both are confronted with similar social experiences under the sameurban-rural dual system. For another, growing up in the background of the reform andopening-up age, the new-generation migrant workers bear evident stamps of the new era,which greatly differ from those of the older generation.Based on a series of research results on the citizenization of the new-generationmigrant workers, this paper, first of all, taking Enshi city in Hubei province, gives anall-round analysis and description of the true encounters and conditions of the newgeneration according to their individual’s characters, labor employment, economicincome, spiritual culture, living conditions as well as their social identity. Then, theauthor sets the basic theoretical perspective on the Rural Redundant Labor Two-stageTransfer Theory in our country and introduces the concept about the combination of willand ability in the domain of economics, so as to shape/construct the index system on theprocess of contemporary farmer-workers’ requiring citizenship from three aspects:uncontrollable system factors, citizenization will, citizenization ability. On that basis,some relevant factors that influence such citizenization are given an empirical analysis.Last but not least, by borrowing ideas from such successful cases as Chongqingsecuritized land exchange bill system, the household registration system reform andpublic rental housing system, the author puts forward some specific coping strategiesand policy proposals, which is where the innovation of the thesis lies.
