The Study Of E-government Construction In Our Urban Areas Under The Perspective Of Knowledge-based Government

The arrival of the era of knowledge economy, knowledge has become the mostimportant resources for social development and progress. Government, the socialgovernance organization, gets the opportunities, but also faces enormous challenges.Traditional government governance model needs to change, and changes in theeconomic environment demands the changes of governance model. Therefore, thenew government model---Knowledge-Based Government came into being.Government improves its ability of governing and administrative efficiency constantly,through the use of advanced theories and ideas about knowledge management.E-government, the product of information age, is an important means for thegovernment to manage and reform. Currently the construction of e-government inmany areas mostly concentrates on technology investment, and the problems of publicparticipation, information sharing and other issues involved less. So knowledge-basedgovernment’s advanced theories and methods used in the construction ofe-government have an important role on improving administrative efficiency,deepening the reform of government, and protecting the right of comprehendinginformation and participation of citizens.This paper introduces concretely knowledge-based government’s concepts,characteristics and knowledge management process in the use of theoretical researchmethods, analyzes thoroughly e-government’s concepts, characteristics andapplication modes, and analyzes relevant circumstances on urban government’se-government. By the way of empirical research, the representative Heping district inShenyang as an example, summarizes its advantages in the e-government construction,analyzes its presence in the e-government construction. From the perspective ofknowledge-based government, this paper builds an e-government system model basedon the knowledge-based government and describes its specific implementationstrategies in real life. This paper puts Heping district as an example, analyzesthoroughly its e-government instruction, and makes urban government’s e-government construction have a clear direction. In the process of building theknowledge-based government, government personnel and resources integrate into avibrant and dynamic system through knowledge acquisition, storage, sharing, andinnovation, enhance the government’s capacity for innovation and ability to govern,strive to establish a knowledge-based new platform of e-government which putsperformance as a prerequisite, convenience for citizens as a purpose and users as acenter.
